Twin-Keystone Water District (TKWD)
Funding
The Twin-Keystone Water District (TKWD) is a separate political subdivision, established in 1966 per Chapter 6119 of the Ohio Revised Code as a regional water and sewer district, per a petition submitted by the Twinsburg Township Board of Trustees. Formerly known as the Twinsburg Township Water and Sewer District, TKWD is governed by Summit County Common Pleas Court Orders issued in 1966, 1967, 1968, 1970, 1979, and 2006. TKWD offices are located at Twinsburg Township Hall. TKWD levies surcharges on water usage throughout the TKWD area, which includes all of the Township, along with additional land annexed to adjacent communities since inception of the District. TKWD surcharges are collected by the City of Cleveland as part of District customers' quarterly water bills. The City of Cleveland withholds a small percentage of TKWD surcharges for administrative costs. Remaining TKWD surcharge revenues are distributed to TKWD, per TKWD's agreement with the City of Cleveland.

Services
The TKWD's primary purpose is to provide a public water supply to the District. TKWD owns water lines throughout the District and currently contracts with the City of Cleveland to supply the water that flows through those lines. TKWD first contracted with the City of Cleveland in 1968, and then entered into a new contract with Cleveland in 1982. The TKWD Board takes this mission seriously and looks forward to evaluating the current contract, services, and surcharge amounts, policies, and procedures.

TKWD Administrator
The Township Manager is designated as the TKWD Administrator, charged with identification of opportunities for collaboration and cooperation, project administration, budget preparation, financial reporting, and TKWD Board coordination. The Township Manager is assisted as needed by other Township staff. Please contact Township Hall with any TKWD questions.
TKWD Board
TKWD is overseen by a seven-member Board of Trustees elected to staggered four-year terms, to fulfill duties outlined in Chapter 6119 of the Ohio Revised Code. In additon to the Court Orders referenced above, the TKWD Board is also governed by a Code of Bylaws and Regulations. The TKWD Board approves and undertakes capital and other special projects. The TKWD Board meets, deliberates, and acts on all matters in public, except for limited executive session purposes outlined in Section 121.22 of the Ohio Revised Code. The TKWD Board meets monthly, with regular meetings held (effective in March 2012) on the second Wednesday of each month, with the exception of holidays. All meetings are held at 6:00 PM in the Meeting Room of Township Hall, 1790 Enterprise Parkway, Twinsburg, OH 44087.
