Parking Regulations

NOTICE OF ADOPTION
BOARD OF TRUSTEES
TWINSBURG TOWNSHIP, SUMMIT COUNTY, OHIO

Pursuant to Section 505.17 of the Ohio Revised Code, the Board of Trustees of Twinsburg Township on Wednesday, December 11, 2019 and Wednesday, February 12, 2020 adopted Resolution Nos. 72-19 and 72-19 As Amended, respectively, to establish a Vehicle Parking Policy, as follows:

Purpose.  The purpose of this Policy is to control and regulate the parking of vehicles on and along public streets and roads in the Township, which protect public safety and welfare.  Township elected officials and employees shall adhere to and enforce this Policy, ORC 505.17, and all other applicable laws and regulations at all times.  This Policy has been adopted by the Board of Trustees and shall supplement any and all State and County laws and regulations now in effect or adopted or amended in the future.

Snow Emergency.  During any snow emergency, parking upon any Township road on which traffic control devices are displayed conforming to ORC 4511.09 shall be prohibited.  Such traffic control devices shall be erected at locations determined by the Township Service Coordinator.  For the purposes of this Policy, a snow emergency is hereby defined as a condition existing in all or part of the Township whereby snow is predicted to accumulate to a depth of three or more inches upon Township roads and creates a condition requiring snow removal or treatment by the Township.  The provisions of this Policy shall be in effect from and after two hours following the declaring of a snow emergency by the Service Coordinator or, alternately, the Chair of the Board of Trustees.

All Other Times.  At all other times when a snow emergency has not been declared, parking upon various Township roads on which applicable traffic control devices are displayed shall be restricted as follows:

Parking shall be prohibited on both sides of Anthony Lane, Bavaria Road, Darien Lane, Boyle Parkway, Enterprise Parkway, Hadden Road, Herrick Road, North Boyle Parkway, Woodland Glade Drive, and the unnamed street connecting the west ends of Oxford, Cambridge, and Eton Streets.

Parking shall be prohibited on the west side of Harvard Street, Hulda Drive, and Yale Street, on the south side of Ansonia Drive, and on the south side of those portions of Pine Trails Circle and Spruce Lane that are located in the Township.

Parking shall be prohibited on the hydrant side of all other Township roads not listed above.

Parking shall be prohibited on and within twenty feet of any cul-de-sac, roundabout, and other terminus.

Commercial Vehicles.  In addition to all limitations listed above, no commercial vehicle, as defined in the Twinsburg Township Zoning Resolution, shall be parked or left standing on a Township road other than for the purpose of loading and/or unloading, and only for a reasonable period of time necessary.  This shall not apply to vehicles used exclusively for construction or maintenance of nearby property, provided that parking occurs only during such hours when such construction or other activities are duly permitted per applicable County regulations.  Any such vehicle which is not driven or propelled on land by its own power must remain connected to a towing vehicle at all times while parked on a Township road, and any such vehicle when parked shall face the same direction as vehicles moving on the side of the Township road where such vehicle is parked.

Recreational Vehicles.  In addition to all limitations listed above, and except where a property owner provides advance notification to the Summit County Sheriff’s office of other arrangements not exceeding 24 hours in duration, no recreational vehicle, as defined in the Twinsburg Township Zoning Resolution, shall be parked or left standing on a Township road other than for the purpose of loading and/or unloading, and only for a reasonable period of time necessary, not to exceed 72 hours (three days) at any one time, and not to exceed an 168 hours (seven days) in any calendar year, with such limitations to apply to each recreational vehicle regardless of location.  Any such vehicle which is not driven or propelled on land by its own power must remain connected to a towing vehicle at all times while parked on a Township road, and any such vehicle when parked shall face the same direction as vehicles moving on the side of the Township road where such vehicle is parked.  Connection of any such vehicle to power or other utilities while such vehicle is parked on a Township road shall be prohibited.
